May I suggest Lake Arenal in Costa Rica. Its one of the windiest places on earth, has a reliable wind direction, but it's also a fresh water lake, so no large waves. Quite a high altitude, which may have its own benefits. For information, you might like to contact John Paul, who is the owner of the Tilawa Hotel (and windsurfing school), which is located at the down-wind end. For hedonistic moments, there's also the Tabacon resort at the up-wind end, which has geothermally heated bathing pools - Mount Arenal, an active volcano, will provide a spectacular back-drop too.
