I would sugest looking at Bonaire in the Netherland Antillies. The Trade winds blow right off the Island into a protected bay, usually at about 15-20kn, and never clock around. On a good hard day, the winds can easily build to over 25kn or more. I have a good friend who is an Olympic Windsurfer from there, and he thinks it is one of the steadiest breazes he has ever seen. For the land record, try Edwards Air Force Base. They allow civilian use of their lake beds, and given the number of runways available should have one or more always oriented right. I don't know much about the wind there, but I just did a little checking, and there seems to be a constant wind speed around 15-20, with gusts to higher.
